I'm 13 years old and I have a good game ready to submit to Steam/consoles. I've heard that PS4 development is free, and so is Xbox One, and I have a Steam Greenlight fee anyways.
Since you're technically not allowed to make money until you are 16, if I try and publish my game for FREE, would it be accepted or not due to my age?

You can legally make money at any age and it's yours. What you're thinking of is the legal WORKING age, and that's 14. You can go ahead and submit your game, just remember you will be considered self employed, so if you end up making $600 or more you'll have to pay taxes, but remember, business expenses can be deducted. Do some research into that and you should be fine to go ahead and publish your game. By the way, what will your game be called and what will it be about? If you put in on Steam Greenlight I might like it and promote it.
