I'm making a tea-tree oil medicinal solution for a 30 gallon fish tank. I'll be using a daily dose to the tank of 4 tablespoons. I need to be as precise as possible so not to harm any fish. Thank you.

Your recipe is 1 part oil to 100 parts water. Never mind your sloppy spelling. ("Milli" is not a measure.)
A US gallon is 128 ounces. 30 gallons = 3840 ounces so you want 38.4 ounces of oil. If you are mixing just one gallon of potion, that would 1.28 ounces per gallon.
You don't say what exactly you are trying to mix, whether it's one gallon or thirty. You really should get a friend to do this for you. Tea tree oil is from Australia, so if your fish are not from Australia I would wonder why you want to treat them with such an unnatural concoction. Did you get this advice from a reliable source? It sounds flaky to me.
Oh, forgot to mention. I'm NOT adding the entire gallon of solution to the 30 gal. The daily dosage for 7 days is 5 tablespoons. I'm adding only 4 T as extra precaution.

That is 1% not 0.2%. We type 0.2 instead of .20. That is to emphasize the decimal. I say again, you should get a friend to check everything you do for accuracy.

The recipe is from a DIY website pertaining to aquariums. Tea tree oil is like vinegar,or baking soda, in that there are many, many healthful uses for the oil in different concentrations. Its an antibacterial substance added to many products, especially for skin and scalp. It should heal my Betta's fins, and be good for the skins of all the fish. It will kill lots of bacterial stuff lurking in the tank also. It is very good for adding a drop to your shampoo, a drop to your bubble bath, a drop to your washing machine to 'freshen' it, etc., etc.
The gallon of solution I'm making is to treat fin rot on my one beautiful Betta in my 30 gal tank. It is the homemade version of the product 'Bettafix' or 'Metafix'. Those products are quite expensive per dose when working on a bit larger tank.
The 'Bettafix' recipe is .20 percent oil of the 'Metafix' solution recipe, (1 milliliter per 100 milliliters.) I was having trouble with the math conversion and dosage for a 1 gallon quantity. (Have rarely used the metric system. Pity!) I ended up using a dosing syringe, adding 7.5 milliliters of oil to the gallon of distilled water.
I'll let you know if it kills all my fish.
