What do you mean by "fire extinguisher"? Baking soda, water hose, wet blanket, are all fire extinguishers that work in silence. A CO2 bottle, the red thing that most people call a fire extinguisher, makes a sound exactly like a chain dropped on a sheet of metal. A sprinkler might or might not make a noise. A halon can makes as much noise as any spray paint or deodorant.
