How is ID theft a big prob? cant the thief be tracked by the address they use to get the credit card

I don't understand why it's an issue. Can't they just find the thief by the mailing address they use? I need a key to get into my mailbox so am I safe from ID theft? Or if the thief goes on a shopping spree can't they just check security video? I don't see why it's a problem
