How is a law passed in a republic if there is no majority rules aspect to it?

In a republic the people elect representatives to vote for them. In real life it doesn't matter much what the arrangement is because the control freaks will do absolutely anything to get around rules that are inconvenient, including just ignoring them. All they have to do is wait for the people to get lazy and they can do anything: restrictions don't count any more.
