THe County Parks is buying an old church and we are to use the church chapel structure. So we want to secularize or de consecrate the site and chapel. How do we do that?

You need to get in touch with reality. There is nothing sacred about a building. If you read the book of Acts, you eventually realize that early Christians met in somebody's home. It was over 300 years before separate buildings came into use, after the Catholic Church took over the Christian gatherings. The Catholic Church was not originally Christian. It was originally Babylon Mystery Religion, and it expanded by absorbing other religions.
You are totally not going to get zapped or nothing for thinking wonky thoughts in what used to be a church house.
