How does obamacare effect an employee at a small business?

Obamacare says that it will be able to cut costs of health care by $2,500 but based on what I've heard it's actually raised costs by $2,500 or doubled the costs, which ever you want to use. at least when you look up what would've been Mitt Romeny's health care bill you would be able to find honest information about it with out having to hunt it down like you have to with Obamacare,

also i was wondering. if i can't afford Obamacare, which i can't. does that mean i could eventually get arrested? that's the part that worries me the most. from i've seen and heard Obamacare is only good people or families that make more than $33,000 a year. most people who make less would have a difficult time paying for there healthcare.
