Just like every other political group. Individuals leave one country to intentionally or coincidentally meet people of similar mind sets.

Since nationalism and imperialism are very old concepts there is already a large variety of international networks that partly date back over centuries.

Especially political minorities have a long tendency of combining resources across country borders.
