There really is no such thing as "no light" because all colors at a mixture of the primary colors. Except for black. If you had light, just go to the stove and turn it on and boom you have started a fire.
If the situation exists that it is pitch black and there really is no light (in which I have proven myself wrong) then you would have to feel the things around you and make your way to the stove, turn it on then you have created a fire.
If mean to spread the fire then.. you could always turn on the lights to have a fire under daylight conditions.
To start a dire is a specific activity depending on a lot of details. What fuel do you have? What temperature do you want? Is this a concentrated heat or a broad warming? What exactly are you trying to accomplish?
There are many types of fire starters. Welders use a spark maker with a long handle. Hotel servants use a butane lighter with a long tip. Campers use a Bic and consider anything else to be second choice. Gas kitchen stoves use an electric igniter. The list goes on and on.
In most cases, light has nothing to do with it.
So what are you talking about?
