No, bluestacks is the only real way to it on a pc. You can get a android tablet for pretty cheap though if you don't like bluestacks though.
There are many programs which allow you to do this. They are called emulators. Bluestacks is one of them. Another good one is "andyroid" or you could use "Genymotion" the choice is yours
