I have some incredibly loud neighbors in my apartment complex. For example, last night they put on loud music that vibrated my room at 4am!!! This is so consistent. I have complained to my complex 3 times already! All they say is that they get other complaints but cannot do anything about it. They say when it happens to call the police. Why do I need to involve the police, why can't they simple write a letter to keep down the noise? How do I proceed?

You can approach them directly, either in person or with a polite letter. However ultimatly if they are unreasonable or even hostile people this may be futile. In this case you will unfortunatly have to make a noise complaint with the police. Orrrrrrrr ring your big nasty friend to come round and have a word with them ;)
