It depends on the site. Some are free and some aren't. Check out Project Gutenberg. That site is free for reading on-site and free downloads as well. I found some very great classics on that site

Go to amazon.com and download "Kindle For PC". It's free. Amazon has a bazillion free books for Kindle.

Do not pay for any Kindle file, ever. Amazon has a crummy reputation for refusing to deliver files when they have a squabble with the publisher, and they won't refund your money either.
