How do I open Safari when its not working?

Question

OK, so I have a Mac Book Pro computer (Apple Product), and it won't open. Do you know how to reopen Safari without breaking the whole system?

I've tried everything, and its not working. . . am I missing something or is it time to get a new computer? I don't get it. Please help and thank you sooooo much for your help today and have a great day! :)

you might have to do a uninstall and then put it back in to see if that makes any difference or do a pc check up to see if theres a app that safari doesn't agree with that might be on your computer you'll have to do a check
