My cat scratches me sometimes she never follows me she just lays down and sometimes plays around but i feel like shes sad.please tell me how i can make her really happy.

Don't try to play with him with your hands cats can attack you when they feel scared so play with him with toys like one of those toy wands for him and also if you want to pet him to only one part of his body like the head but the whole he might get angry also give him biscuit when ever he is good so he can be happy that you are happy with him
Cats need enrichment. You try staying home an entire weekend no access to: cell phone, computer, TV, radio, books, music, movies, landline, friends etc. Now have fun. Thats what you expect your cat to do. You have all your electronics and friends and activities.

Buy a bunch of new toys. Put all the old ones in a bag in the closet. At the beginning of every month switch those toys out and the others away.
Some cats are height lovers and some are ground dwellers. Observe for awhile. Does yours have hidey holes or like to sleep behind the sofa? Does it climb and like sitting on the back of the sofa to see out?
High, give it s 6 foot cat tree to climb and sleep on. Go to pet supply and get window shelves and put one in different room windows so it can follow the sun for a nap and watching people and birds.
Buy a bird feeder so it can look outside and watch birds and chatter at them.
Ground. Get some nylon cubes or hooded bed to sleep in at the pet supply store
Buy a kitty teaser and laser light and treats. Wear the cat out chasing them once in the morning and once at night. Great bonding time. It loves to play and you are proving the play and treats. A couple days of that and it will become ritual. Cats love that.
first off she needs to trust you. you should not ever chase her around or pick her up when she doesn't look like she wants it. wait untill she seeks you out for attention, and then let her go when she wants. you need to build up a trusting relationship because what will make her really happy is companionship. once she starts to trust you, maybe sleeps near your bed, or shows other signs of trust, just give her all the love and attention she needs. one sign of trust is blinking slowly while looking at you. also, do a lot of reaserch about body language in cats, especially in the tail, make sure she is getting enough exersize, and the right diet, and lastly, take her to the vet for a checkup just in case. unless you are a kid, in which case you probably cant
