I own a super funky, three year old, yellow lab/dingo mix. No I do not live in Australia, or any place where it is illegal to own a dingo, that and he might be the American kind. Plus, because of the yellow lab part, he is pretty chill. Anyways, he used to be owned by a homeless dude, and now, won't stop eating out of the trash. Not trash with food in it though, just like tissues and stuff. And he literally eats that part, like paper and warpers for like food. He then throws up later, and does it again. So, what do I do to stop it? It's not just a behavior issue, he is used to eating out of the trash.

Start by using a garbage can with a lid. You can get a short one and put it under the sink behind a door. Or get a taller one and place it in the laundry room. If you have to keep it in there or kitchen then use baby or dog gates to block him from access to the area.
Find chew toys or dog bone treats that he can go chew on and satisfy his need to chew.
Make sure the dog is getting enough to eat.
Make sure the dog gets enough exercise and doesn't need to expend energy searching trash for fun and enrichment.
Look for food toys that the dog has to work at to get the food out. Gives him brain activity, something fun to do with a reward. You can find those toys in pet supply stores and online.
