She's freaking out. I think she suspects me. I'm scared that I might get in trouble. Should I just text her and  tell her that it was me and hope for the best? Or should I tell her in person? What's the best thing to do?

Tell her in person and apologize hard.  You are in the wrong here, as dumbass social convention prohibits you from distributing somebody else's phone number.

Don't worry.  You can't actually be in trouble from her.  She's just a person.
