I played a lot of io games like Agar.io , Slither.io , and Deeep.io. I started seeing io games where the creator claimed they created it for example, Blocktanks.io
I wanted to know if there is some sort of program or website you use to create one. If there aren't any programs or websites like so, then I would like to know how you would do to it for scratch as a last resort.

It's just a tld, like .com or .org. This one's nation related (indian ocean, middle of nowhere), but nerds dig it because of the programmatic connotation. Apparently it's a bit more expensive than other tlds released a while back, likely for that reason.
It's registered in precisely the same way as all websites, via a third party registrar like godaddy. The hard part is setting up a server, creating noteworthy content (eg a game, which are created in some programming language or a software designer), and getting people interested in what you created.
There are tools for everything, but the cost and usefulness varies. Do your homework, it's an involved process and you won't get far expecting to be spoon fed.
