I started out with a subject for my project. But there was barely any information on it. So I found another one and asked my teacher to change it. She got very annoyed, but said yes. But my research isn't going very well with this subject either. Now I found yet another subject. Now I want to ask my teacher to change it again, maybe using email, maybe during class. But how, when I have already asked her once? I don't want her to get mad or even say no. I don't want to turn in a project with very little information either! But I'm afraid the teacher might decline, get mad, say no, or even lower my grade. I don't know, I'm just thinking up what she might do. Should I ask her again? How should I ask her?

Oh no! Well, I would ask the teacher in class. When she isn't busy talking to the class, or busy with anything else. There's no harm in asking, right? Tell her that you will finish it on time (make sure you will), and maybe before you ask, check if there is more info for your topic, to avoid further incidents. *winkwink*
If she does get mad or says no, (I can't see any reason why she would, tho) it would be a good idea for ask for reasons why she says that, so you can try to think up a different way you can change topics.
She really doesn't have reason to lower your grade, because you are only asking a question, and that just means you are working on your project and getting it done.
