i was adopted at age 3 bit of a typo so, my time of being placed into foster care was from around 2000-2002

I have no idea how the Children's Protective Services system or its equivalent works in the UK. If it's like in the US the parents could have given up custody or the courts taken it away if it was proven they were putting the child's life in danger.
When the court puts a child in foster care, the ultimate goal is reunification. Parents are given parenting training, therapy, minimal supervised visitation and as they improve longer and unsupervised visitations are the reward.
If the court severs the parental rights and makes the child available for adoption it is because they have given the parents as many chances as they can and the parents have proven themselves to be chronic losers either because of drugs, abuse, incest, or sheer apathy but the court feels leaving the child in that situation may result in their death. They do not look at stripping a parent of their rights lightly. You have to know it was a big deal and done to protect that child. And like most criminals most of those parents will deny it so they dont look bad. But the courts don't do it for sport.
