How do answers get voted up or down? I can't find the control!?

Question

I see the vote counters at the bottom of every answer, but clicking them doesn't make them change.  How do answers get voted up or down?

Below the answer is a line like this:

Votes: +1 / -0  Comment  Vote up  Vote down  Report

When you click "Vote up" the green + number goes up. When you click "Vote down" the red - number goes up. You can not vote your own answers and you can not vote more than once.

How do answers get voted up or down? I can't find the control!?
