During WW2 and especially during the cold war, the US government gave a lot of money to universities do encourage things pertaining to war. Science is not self supporting, so teachers immediately adopted the attitude that they didn't get their jobs by being good teachers, and students were only a nuisance that they are forced to put up with. The rest of the population somehow got the idea that a young person is a loser if he doesn't have a degree, and the government stepped in with more money to loan to students. Schools completely reorganized to suck up the flood of money. One effect is that every college now has another college of freelance tutors teaching the students what their teachers can't or won't teach. The result is a completely topsy-turvy school system.
