Referring to difficulties in the process as a whole - type of camera, storage transfer, the website, dial up, how long it would survive.

Digital cameras had not been fully accepted then. People were still using mostly film, so pictures had to be developed and printed, then scanned, and then the file could be uploaded. As you might expect, there were not so many photos on line as we have now.
Websites were a lot simpler then: no popups, no dialog boxes.
Transfer was about the same but slower, and "survival" was not an issue.
