Stick them down the opening of where You blow it up. And I would stick them in backwards with the dull part. Is this a trick question or serious? If Serious. there ya go.
If you stick them at the beggining of the ballon from where you blow it you wont popping it and in practice you will have 10 pins sticked into a ballon without popping it..
