How can we arrange for outside funds for running scholarship programme in patna, bihar?

I alongwith my friends were thinking of starting a scholarship programme for students from std vii to std x. But we are short of fund for attractive and more helpful amount. So how are we supposed to raise fund for this nobel cause? Is there any community which help people with it?
