The Constitution's Article IV Section 1 states that all states must recognize licenses issued in other states. This is mainly in regard to Gay Marriage being legal in some states and other states refusing to recognize these marriages.
How can states violate the Constitution in regard to not recognizing licenses from other states?

I don't get you. Article IV Section 1: Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.

Article IV Section 1 also pertains to all states being required to recognize licenses and permits issued in another state. Without this clause, you would have to get remarried if you move to another state.
