How can some telemarketers and robo-calls stay on my phone line even after I've hung up?

Sometimes I get calls from telemarketers and robo-calls (calls that are just recorded messages.) Irritated, I hang up. But then, if I pick the phone back up the person or message is still talking. How do they do that?

They are trying to tie up your phone line thats what they do this is to get you to talk to them.anybody can actually do that their communication port stays open till they hang up.
