How can I get my cats to breed?

Details:

The female has been sleeping around the neighborhood, so I think that might be the reason. If so, how to I get them to mate?

Be serious. It is more of a problem to PREVENT mating. If your cats don't make babies, it's because it's not time to make babies. They don't have a choice.

Maybe the males have all been neutered. Just guessing.
