I tried talking about all the positives and that I would buy the hair dye but all I've done so far is make her mad ...I wanna dye my hair really badly but I need to convince her to let me, I just don't know how.

It can be hard for some parents to let their son / daughter start making decisions about themselves because it's a sign of maturity and your mums probably afraid if she lets you do this one thing next you'll want a piercing, a tattoo etc.
the best way to approach it is not to annoy her or pester, but suggest it in a way that makes her actively involved (almost make it feel like it's her suggestion). You could, for instance ask her about whether she's ever dyed her hair, how did she choose the right product, colour and perhaps she could show you the best products etc. then I'd leave it for a few days, touch back on the subject and see how it goes. It will probably help if you go to a salon, and suggest she goes with you for more "advice".
Make it her idea, and I'm sure she'll eventually come around. It won't happen overnight though, she needs to see that you're serious, as a lot of teenagers (I'm guessing you're a teen?) make rash decisions and want different things all the time.
