Horses are REALLY difficult animals to own. When I was your age, I really wanted a horse too. I have one now and I realize that reading about care can make it seem lot more easy than it really is. Horses are really expensive long-term family members they take SERIOUS amounts of responsibility.
Your parents aren't joking when they "need to see commitment from you". For your first horse, you should look at getting a hardy breed, maybe mixed that's middle aged. An old schoolhorse maybe. And make sure you get HELP from your trainer, barn, and family. And maybe even start by leasing a pony full-time for a few months.
A horse is far different from a dog or cat. They're large fragile animals with unpredictable and sometimes fatally dangerous behavior. They're not an animal that you can have lax commitment with. They live a lot longer than household pets.
Also think about your coming years in school and extracurriculars. I got my horse when I was in high school and balancing schoolwork, care, and exercise was extremely difficult. Make sure your lifestyle allows for adequate time for your new animal.
I've had my OTTB for four years now and I've been around horses my whole lif, so I'd like to think that I could give meaningful advice.

The reason I cannot get a horse right now is because of the cost, not responsability. I own a rabbit, and my first dog, Patriot. I am trainng Patriot as my guide dog, because I am visually impared. I am very commited, and know that horses are a lot to care for. I went to a riding school, and when the owner of the horses next door was ill I cared for her two mares and their newborn foals. I spent countless hours grazing the horses with the woman, dealing with a colicing mare, and trainng horses. I have riden a large variety of horses, including one that always tried to buck me off. Also, I'm home schooled, and blow through my school fast, so I always have time for my animals. I can't get a horse until I can get a good job, but I'm still trying to figure it out.
