This is such a broad question that one wonders what you are talking about. There might be as many answers as forms of government. In Russia, the Soviets gained power by murdering the czar and his entire family. In USA the investors gained power by sponsoring a constitutional convention. In South American countries the tradition is for a ruler to take power any way he can, but without changing the basic form of government.
There are endless philosophies about conditions of power. In general we can say that a government always represents its citizens, or at least enough of them to enforce policies on the rest. If not so then the citizens refuse to support the regime and the regime falls. They do not have to throw it down, just stop holding it up. It is enough to stand in the streets and shout, as has been demonstrated in many countries in recent years.
