First you need to control your weight. So why not try the following?

Then Get Motivated to Exercise.
Devote at least 20 minutes three times a week to a vigorous physical activity that you enjoy like hiking, swimming, snowboarding, and biking..

Remember this: While genetics play a role, your physical condition is often determined by the lifestyle you choose. So when you say “I need to exercise,” the choice is yours; you can do something about it!

You can visit a gym to obtain muscles if you want. TIP: Don't use weights JUST DO work-outs.

Some people think genetics play role, I believe that in most cases genetics don't play a role.
I like to tell people "eat less, exercise more." It is not just portion control it is also the foods you are eating. Foods that are high in sugar can really make it difficult to loose weight if you eat them all the time. Fast Foods and Frozen Foods are also the ones who make it difficult. If you want to loose weight you need to be willing to cut down on these foods. Detox Programs or flushing out your system is one of the first steps. It isn't that difficult. I suggest Green Tea and blending your own fruit smoothies. If you don't like Green Tea then I suggest mixing it with Club Soda (sparkling water.) Exercising isn't that difficult either, just walking 15-30 for two or three days out of the week really helps.

Drink lots and lots of water, water helps in dissolving fat. Also it is a health habbit to drink good amount of water.

Cut your food intake but don't increase your exercise. I wouldn't especially recommend this, though, as muscle can make you look leaner. Stomach muscles, for instance, make the stomach look flat. Without the muscle, the stomach will look rounder (even without fat).
