I would suggest contacting local authorities about your country/states current gun laws. They should be able to tell you what you can and can't possess in terms of firearms. They should also be able to tell you how to go about getting a license or permit.

Yes, you are eligible to get the shooting license. But there may be some other conditions also that must know before applying for license. The best way to know about everything, visit to the nearest arm dealer, who can guide you.  Basically once you know, what kind of rifle or pistol you are applying for a license and what is the serial number is (your firearms dealer will tell you what that is). You can download FCAI form from website and fill it out.
