Now to answer your questions, there are many sites where you can start blogging. some of these sites are:

1. www.blogspot.com
2. wordpress.com
3. Simplesite.com
4. weebly.com

And many more, but i strongly recommend blogspot.com as it gives easy and free to use tools, as you go more on your search you'd see that many bloggers today started with blogspot.com and then later changed to their own custom domain name like .com, .net, etc.

So as a newbie blogger in the blogging platform, i recommend www.blogspot.com
