As I'm aware the law regarding telephone recording states that it is perfectly legal for a member of the public to make recordings without informing the other party. Where it gets sticky is when it comes to sharing that information with a third party without their consent. But from what I understand there are exceptions from this where this information can be shared to an appropriate body for example the police or the IPCC if it can be argued that the information is in the publics interest or of a crime has been committed.
