The virus itself, I think, is not harmful. All it does is make these shortcuts on my desktop that are named "0" or "1204". I don't know what to do, whenever I try to delete these folders (Which are empty) they come back every time I start my PC on again.

It's unlikely to be the only effect - these shortcuts lead somewhere, do they not? It might be using them. Has boot time slowed down significantly?
See if you can detect a suspicious looking process and kill it, or boot in safe mode (after deleting the links - if it works, they won't be created at boot time), then download & run a malwarebytes scan (free) over the entire system. If you have windows defender or another antivirus, have it scan the system as well.
Particularly persistent & damaging viruses may require restoration / wipe.
You need to start building a library of links to information. The first link would be tucows.com where you can download all manner of software to see if it is what you need. Search for ccleaner and spybot to clean your system.
The second link, and the front door to the internet, is google.com where you can search for anything. The first thing you can search for is "google advanced". At some point you will want to search for "windows tips" or "how to remove a virus" or anything that interests you.
You should be running avg antivirus www.avg.com/en-us/homepage#pc or some other antivirus that you like.
