I have been really depressed lately and just cutting makes it feel better because when I do it I feel nothing but that one spot and nothing else matters. But I know it's wrong and whenever I think of stopping I get really panicky and can't breathe, how do I stop?

So, for one: suppliment. Instead of cutting, wear a rubber band and snap yourself til it feels better. Or maybe some other way of producing pain that is less scarring and may make your life not as long.
Try meditation: focus on your breath, the feeling of your belly rising and falling. Then when you get distracted go back to your breath. You will be able to focus on your breath instead of your life circumstances in time, instead of using a knife for that.
Obviously, you have something going on in your life which is problematic. I suggest trying to work out what it is, come up with a plan for action for it, as well as talking to a therapist.
Also: meditation can stir up things in your psychology. If it gets too intense, I suggest stopping. Maybe find a teacher to guide you in meditation. (and beware about someone adding their religion to the meditation. I believe there is something spiritual out there, and you don't want to choose the wrong spiritual path.)
One last thing: whether you believe in God or not, it may help to pray about your situation.
