have a Dell inspiron 15r n5110, a d have recently discovered that the laptop won't start.when I turn it on it has two options 1 repair windows 2.start windows normally, none of them will let me start it up..
It has a 2000 0142 error on the diagnostics page. I called the customer care about it and they say you need to replace it. Is that only the option, can't I do something to recover my data from this hard drive, and can I use this so called faulty drive as an external hard drive. I ve already
Tried reinstalling the OS with a cd I got, but nothing happens, there's only a blue screen for hours.

You could take your Hard Drive to a local and trusted specialist which will cost you money.
You could buy a new computer which isn't very practical unless you can afford it and that doesn't bother you.
Or you could just buy a new Hard Drive. But the prices for a Hard Drive vary from less than one-dollars to hundreds of dollars. Your best bet would be to ask a specialist to look at your Hard Drive and see if can actually be fixed or not. If your Hard Drive can't be fixed you should buy a new one, which will give you a chance to get an even better Hard Drive than you had before.
Of course you can do it the easier and more expensive way and just buy a new computer. But if you decide to just buy a new Hard Drive there are plenty of videos on YouTube and other sites on the web that will tell you how to pick the right Hard Drive for you and show you how to install the new Hard Drive.
Personally I would just buy a new and better Hard Drive and install it myself. It's much easier to install a new Hard Drive than you might think.
