First off, the legal age should be the same for both boys and girls, or at least a lot closer than 4 years apart.
A legal marriage age would encourage people to focus on themselves before settling down. More younger people would complete secondary and tertiary education.
A legal marriage age would increase the likelihood that women would not have children until they were older (21+) which would counteract the ever growing population problem. It would also mean they were more responsible to handle children which would benefit the children themselves leading to happier families.
An enforced legal marriage age would reduce the number of arranged marriages thus allowing the individual to decide who he/she marries.
