Hmm, try talking to her and getting to know her as just a friend. Once you are good friends tell her how you feel. Learn about things she likes so you can have good conversations. Hopefully that will help. This is what would work for me so hopefully it will work on her.
Just tell her, maybe give her a card or small gift. Remember to be yourself. If you don't have money you don't need to give her a card or anything though. Just be honest.
