if it stalls out at red light or stop sign can not just pull in clutch and start have to put in Neutral .

Hard to find Neutral in a panic , Safety Problem , is this something new for this year and model ?
No, that has always been the normal arrangement. Get your machine adjusted so it doesn't stall. And stop panicking. Learn the business.
