Normally I am able to talk to any girl I see an interest in, but this time its different. I've never actually met this girl we just constantly stare at each other in class and quickly look away. My friends have tried to mess with me so now she knows I have an interest in her, but I still don't have to guts to talk to her. How can I fix that.

Stop the juvenile staring and looking away and step up to the plate. All teens and pre-teens do it. Not mature, not fooling anyone, not achieving anything, and absolutely not romantic. If you are interested don't pretend you aren't.
Look and smile. Look and nod. Look and do a little wave. Look and mouth the words hello or looking pretty, or pretty hair or go to coffee.
Start commenting about the class, something about the homework or a test, or a game your school team won, or the weather, or ask if she had a good weekend. In a couple weeks ask her to coffee. Use the excuse you two are always in a rush for other classes and don't have time to chat or too many people around. Coffee is just an hour if thing dont go well or two or three and dinner if they do.
