It sounds like people don't know what they are saying. Part way through the statement a question arises, then on to finish the statement.
For example, the following sentence.
When the section in quotes is "spoken with a rising pitch", as in a question, it sounds as if a new form of speaking has become popular.
Or this example below.
I know green can be attention grabbing and "another example", is a bright red.
