Harrassment Claim?

One of our complex neighbors is constantly harassing my fianc&eacute; and I about our dogs.  If she is outside (or sometimes even just at home) she will watch us and/or take pictures of us.  She reports us for not picking up our dogs' poop.  And a few months ago she reported us for having one of our dogs off their leash (we didn't, but one of her dogs never is on a leash - that has already been dealt with).  Just today (on 4/28) she was leaving in her car and saw my dog poop and sat there and watched me.  When I walked away (to get a doggy bag from the post) she  yelled at me to pick it up and then continued to watch me.  After I picked it up she drove off.  

My question is: is this grounds for a harassment file?

I don't think you'll win like this. She's the one collecting evidence and diligently adhering to the law (at least where it applies to you), exhibiting greater assertiveness rather than pure intent to harm you specifically. Even then, the police may not wish to intervene in a private dispute, and small claims court would probably bill a pretty penny, at the very least.
It's suggested that you attempt to pacify rather than escalate such disputes, but there do seem to be some unpleasant people whom one cannot appease. I'd probably endeavour to minimise interaction with them, if anchored to a permanent residence.
