The future is female, I think it means that the future is going to be all about females that is why we do not set an (a). That will have gave another meaning, like the future is just one female.

If a country has a parliament, then it is an institution, referred to with a capital letter: Parliament. If a country does not have a parliament, then there is nothing to discuss. That is why we say "She is a member of Parliament."
The only time you would say "a parliament" is when you are discussing why you don't say it.
