Governments consider vat to be a superior form of indirect taxation than standard sales tax?

VAT is done at each step of the supply chain vs the one time hit at final sale for sales tax. This means the government can pull more money off of an item. Even if they have to refund the money at any point, they already make a good bit off of any interest they gained while holding the money.
