We all have to send out 20 emails. Is it ok to send some to the mayor and others on his office?

Sending a fundraising flyer to the mayor's office would be a bad idea. A city office has very limited discretionary funds at their disposal. It would be better if you sent a personal letter to people on the city council. Your principle or other school official might help you draft the letters and clear everything with the school authorities. While you are at it, consider inviting the mayor to make an appearance at the event. This would probably help with your future fundraising. Just don't make the mistake of mailing a plea to anyone at city hall.
