I was in the right lane and came up to a red light (the lane is wide enough for two cars) where there were other cars already stopped and waiting for the green. I was closet to the curb sharing the lane with a truck, he did not have his blinker on so I assumed he was going straight, he decided to turn right and ran over the front end of my car. Who is at fault in this situation? This is in California. There were no signs or a designated turn lane. Thanks.

Canada and California have similar laws, at least for vehicles. Turning right must be done with due care and attention.
Failing to yield right of way to oncoming traffic would for most Canadians be considered a mad house of accidents.
We also have traffic circles. I will not get into that.
