People who practice nasal irrigation (neti) use two parts salt to one part baking soda, and 1/2 tsp of that to a cup of water. That is because the internal tissues need salt to avoid dehydrating the cells. I have no idea why some use baking soda and some don't. I never heard of anybody trying any other mixture.
