Sort of like a fishing boat, so the torpedoes would be caught in net before hitting the ships

Answer

That would drag gas mileage way down. There are not enough torpedoes to warrant such extreme caution. And the torpedoes would plow through the nets anyway. Nice idea, but not workable.
