First: you need to tell your brother's girlfriend that this behavior is unacceptable and illegal. She needs to take responsibility for the items she buys and give the retailers her address and not yours. She is actually violating federal law for using your address.
Second: I also suggest making calls to your local DMV, post office and police and explain what's going on so you can fix the address problems. This is a federal situation. Not that anyone needs to be arrested if this behavior stops and the proper address is changed to your brother's girlfriend.
